The Griggs-Steele Empowerment Zone is a non-profit Economic Development Agency located in the eastern part of North Dakota. The Empowerment Zone includes all of Steele County and one census tract in Griggs County. The communities of Cooperstown, Hannaford, and Binford are included in the Griggs County census tract.
The Empowerment Zone and Enterprise Community program was designed to afford communities real opportunities for growth and revitalization. The framework of the program is embodied in four key principles and are incorporated as part of our mission.
